学長挨拶

　私たち人類は２０世紀の後半に科学技術を飛躍的に発展させ、人口の爆発的な増加と旺盛な人間活動を促し、地球に多大な負荷を与えました。そして、私たちは今、地球温暖化問題という難題に直面しています。人々が健康を維持し、安全で文化的な生活を送るためには、豊かな自然環境の保全が何より重要と考えます。私たちは、これまで以上に、天然資源の有限性と環境の保全に強い関心を持ち、環境との調和に英知を結集する必要があります。私たちには、生物多様性の保全を念頭にした食料の安定供給のあり方、地球環境保全を視野に入れたクオリティー・オブ・ライフの維持・向上、生産性を担保しながらのカーボン・オフセットの仕組み構築など、およそ数学的、物理学的に矛盾する究極の課題が突きつけられているのです。

　昨年、米国プリンストン大学の真鍋叔郎先生が『CO₂の濃度上昇に起因する地球温暖化のメカニズムを解明した』ことによって2021年のノーベル物理学賞を受賞されました。人間活動によって排出されたCO₂がグリーンハウス現象をもたらすことを明らかにしたことが評価されました。おりしも⽇本では、2020 年 10 ⽉に政府は「2050 年カーボンニュートラル」を宣⾔しています。また、長野県では、2019年に『2050ゼロカーボン』を決意し、2021年6月には、国の目標より高い水準の『長野県ゼロカーボン戦略』を定めました。現在、県内の家庭用の太陽光発電装置の設置率は10％程度とされていますが、2050年には「信州のすべての屋根にソーラー設置」を目指すとしています。

　いうまでもないことですが、脱炭素（カーボン・オフセット、カーボンニュートラル、ゼロカーボン）社会を実現するためには、『ヒトの価値観』、『心の在り様』を変える必要があります。これまで、私たちは、地球環境や社会に負担をかける『外部不経済』を生みだすことによって、利益を得、豊かさを享受してきました。今では、SDGsは日常語になっていますが、そもそもサステナビリティとディベロップメントとの両立はそう簡単なものでありません。所謂『経済価値』、『社会価値』、『環境価値』の三者には重なるところもあり、そこを伸ばそう、というものですが、そう都合良くはいかないように思われます。『地球との共存』、『地球、人類のサステナビリティ』のためにはまずは『環境価値』、そして『社会価値』、最後に『経済価値』といった序列で物事を考えていくという、社会全体の"折合い（合意）"のようなものが必要になってくるのではないかと思料されます。道のりは長い、と言わざるをえないでしょう。

　現在、各界において、グリーン・トランスフォーメーション：GX、エネルギー・トランスフォーメーション：EXへ向けた社会変容の動きが加速化していますが、それと連動して、大学でもポストSDGsに向けた新しいムーブメントを引き起こすことが今、求められているように感じています。地道な活動が求められているのです。

　信州⼤学はこれまで、大学の環境方針として、『かけがえのない地球環境を守るため、教育、研究、診療を含む社会貢献、国際交流など、あらゆる活動を通して、人と自然が調和した、持続可能な社会の実現に貢献する』ことを掲げてきました。そのような中で、本学は、環境に優しい大学の世界ランキング「UI Green Metric World University Rankings」でこれまで４年連続国内１位の評価を受けることができました。このことは、ひとえに、ステークホルダーの皆様の深い理解と活躍があってこその結果と肝に銘じているところです。

　今後とも教職員と学生が一体となり、環境を意識した活動を行っていきたいと考えています。皆様のご尽力に感謝申し上げますとともに、今後の活動に引き続きご協力下さいますようお願い申し上げます。

Message from the President

We human beings made great strides in science and technology in the latter half of the 20th century, and this in turn has prompted explosive population growth and vigorous human activity, placing a tremendous burden on the Earth. And now we are faced with the daunting challenge of global warming. The preservation of a rich natural environment is of utmost importance for people to maintain their health and lead a safe and cultured life. More than ever before, we need to be keenly aware of the finite nature of our natural resources and the need to preserve the environment, and we must use our collective wisdom to live in harmony with the environment. We are faced with the ultimate challenge with elements that are both mathematically and physically contradictory as we strive to provide a stable supply of food with biodiversity conservation in mind, maintain and improve the quality of life with an eye to global environmental conservation, and establish a carbon offsetting system while ensuring productivity.

Last year, Prof. Syukuro Manabe of Princeton University, USA, was awarded the 2021 Nobel Prize in Physics for elucidating the mechanism of global warming caused by increasing CO₂ concentrations. He was recognized for showing that the CO₂ emitted by human activities causes the green house phenomenon. In October 2020, the Japanese government declared the goal of achieving carbon neutrality by 2050. Nagano Prefecture also committed itself to the 2050 Zero Carbon initiative in 2019, and in June 2021, it established the Nagano Prefecture Zero Carbon Strategy, which sets higher requirements than the national target. Currently, the installation rate of household solar power devices in the prefecture is estimated to be around 10%, but the prefecture aims to install solar panels on every roof in the Shinshu region by 2050.

Needless to say, in order to realize a decarbonized (carbon offset, carbon neutrality, zero carbon) society, it is necessary to change human values and mindsets. Until now, we have benefited and enjoyed affluence by creating external diseconomies that burden the global environment and society. Although the SDGs have become an everyday term, ensuring both sustainability and development is no easy task. There are overlaps between what we call economic value, social value, and environmental value, and while the goal is to develop these areas, it does not seem to work out so conveniently. In order to coexist with the Earth and achieve sustainability for the Earth and humankind, it is necessary for society as a whole to come to an agreement to consider things in the following order: first, environmental value, then social value, and finally economic value. All that can be said is that we have a long way to go.

Currently, social movements toward Green Transformation (GX) and Energy Transformation (EX) are accelerating in various fields, and in conjunction with these, I feel that there is now a need to trigger a new movement toward post-SDGs in universities as well. For this, consistent activities are required.

Shinshu University's environmental policy has been to contribute to the realization of a sustainable society in which people and nature are in harmony through education, research, social contribution, including medical treatment, international exchange, and all other activities in order to protect the irreplaceable environment of the Earth. In this context, the university has been ranked No. 1 in Japan in the UI Green Metric World University Rankings, a global ranking of environmentally friendly universities, for four consecutive years to date. I am deeply grateful to all of our stakeholders for their deep understanding and active participation in our efforts to achieve this result.

I hope that our faculty, staff, and students will continue to work together to promote environmental awareness. I thank you for your efforts and look forward to your continued cooperation in our future activities.
