Summary about system of management

Shinshu University established the Shinshu University's tenure track regulation and guideline in 2010. Under the regulation and guideline, each institute that has introduced the tenure track system established its own tenure track regulation and started to implement the tenure track system which is best suited for each institutes.

Graduate School Office, Student Affairs Division mainly takes care of a unified management function to conduct "Program to Disseminate Tenure Track System" in Shinshu University. In Graduate School Office, one coordinator fill the main roles to conduct the program.

Four institutes that have introduced their own tenure track systems internationally recruit excellent young researchers for tenure track faculty members. After employing them, the institutes give various supports for them such as providing start-up funds, research facilities and spaces and assigning mentors for each one of them. The institutes also set up the committees for annual, mid-term, and tenure evaluations. The committees implement fair evaluations. Four institutes cooperate with each other through the Graduate School of Medicine,Science and Technology, which provides doctoral programs of Faculties of Science, Engineering, Agriculture, and Textile Science and Technology.

Tenure track faculty members who are supported by "Program to Disseminate Tenure Track System" belong to one of the four institutes and conduct researches in an independent environment and are also involved in education and administration.

Roles and Responsibilities of each Department

Tenure track faculty

  • engage in all or part of research, teaching work, administering work and social activities based on the consent signed when a tenure track faculty member is employed.
  • prepare research and scholarly accomplishments and other necessary materials for annual evaluations, a mid-term evaluation and a tenure evaluation based on the notice from Tenure Evaluation Committee or Advisory Committee.
  • submit a candidate list of external evaluators for a mid-term and a tenure evaluation except interested persons to Tenure Evaluation Committee.
  • review and sign result reports of annual and a mid-term evaluations and deal with demanded improvements.
  • review deliberation result from Faculty Council and deal with it.
  • have the right to appeal for re-evaluation of a tenure decision if disagreeing with the decision of non-conferral of tenure on a tenure evaluation.

Mentors

  • support and give advice to a tenure track faculty member for improvement of his/her educational and research abilities.

Advisory Committee

  • is established for each tenure track faculty members, supports and gives advice to a tenure track faculty member, and conducts annual evaluations.
  • informs schedule and other information of annual evaluations to interested persons including an evaluated tenure track faculty member.
  • reports results of annual evaluations to Tenure Evaluation Committee, informs it to an evaluated tenure track faculty member, and demands improvements from him/her when needed.

Tenure Evaluation Committee

  • is established for each tenure track faculty members and conducts a mid-term and a tenure evaluation.
  • receives a report of annual evaluations' results from Advisory Committee and report it to Tenure Track Operation Committee.
  • informs schedule and other information of a mid-term and a tenure evaluations to interested persons including an evaluated tenure track faculty member.
  • reports results of a mid-term evaluation to Advisory Committee, Tenure Track Operation Committee and Personnel Committee of a faculty, informs it to an evaluated tenure track faculty member, and demands improvements from him/her when needed.
  • reports results of a tenure evaluation to Tenure Track Operation Committee and Personnel Committee of a faculty.

Tenure Track Operation Committee

  • takes charge of management and operation of a tenure track system in each faculty. For example, Tenure Track Operation Committee receives a report of annual, a mid-term and a tenure evaluation and any other matters that the Committee sets, confirms the progress, gives directions to and provides supervision of interested peresons appropriately and strictly, and deals with necessary matters.

Personnel Committee of a Faculty

  • deliberates tenure decision.
  • reports deliberation results to Faculty Council of a faculty.

Faculty Council of a Faculty

  • receives a report of deliberation results from Personnel Committee of a faculty and decides whether tenure can be conferred or not . If tenure is conferred, they also decide that the tenure track faculty member will be employed as a regular faculty member and his/her appointment.
  • informs the decisions to the tenure track faculty member.

Faculty

  • selects mentors and members of Advisory Committee, Tenure Evaluation Committee, and Tenure Track Operation Committee and establishes those committees in conformity with the faculty policy and regulations.
  • invites external evaluators in conformity with the faculty policy and regulations.
  • provides detailed information about an employment contract and a tenure evaluation when they employ tenure track faculty members in conformity with the faculty policy.
  • works for recruitment, selections, and employment of tenure track faculty in conformity with the faculty policy.
  • decides criteria for evaluations and selections of tenure track faculty in conformity with the faculty policy.
  • files research and scholarly accomplishments of each tenure track faculty members, updates the file, and stores it in conformity with the faculty policy.
  • extends employment period of tenure track faculty members who are not conferred tenure in order to seek a next job up to one year based on a request of the tenure track faculty member.
  • supports job seeking of tenure track faculty members who are not conferred tenure for the expanded employment period and the original tenure track period after the tenure evaluation.
  • takes care of balance in workload among tenure track faculty.

Management Committee of Program to Disseminate Tenure Tracking System

  • deliberates necessary matters about program management such as program progress, subsidy claims, management and report of subsidy use, PR, etc.

Coordinator

  • confirms that Shinshu University's Program to Disseminate Tenure Tracking System is operated and managed appropriately and efficiently and gives directions to and provides supervision of interested persons such as demanding improvements.
  • reports University President and a Chairman of Graduate School of Medicine,Science and Technology,Department of Science and Technology when needed.
  • deals with outputs of external assessments or audits to Shinshu University's Program to Disseminate Tenure Tracking System and improves the operation and management for the future.

Tenure Evaluation Ruling Committee

  • is established when tenure track faculty members appeal for re-evaluation of a tenure decision.
  • gets a ruling on whether the appeal is granted and re-evaluation will be conducted or the appeal is denied and tenure is not conferred.
  • reports the ruling to University President.

Personnel Coordination Committee

  • reviews and approves an establishment and any amendments of faculty's tenure track regulations.

Univeresity President

  • receives a ruling result from Tenure Evaluation Ruling Committee and informs it to the tenure track faculty member who appealed for the re-evaluation and a Dean of the faculty that he/she belongs to.
