marketplace.Yet 20 years after the formation of WBCSD, the majority of these requests remain unanswered and the 2012 Earth Summit (Rio+20) failed to make progress in resolving these inherent conflicts between economy and environment. Against this background, the impact of the EL programs may be systematically weakened. Other parts of government must act together to create a supporting environment in the economy which encourages and rewards sustainable behavior, and in the process creates demand for the environmental leaders required to encourage and implement the shift to a more sustainable future. A key question is to what extent our political leaders are environmental leaders.Recently we have seen big dierences in the attitude of leaders to the major climate change and global warming challenge. We have seen leaders such as Presidents Obama and Shi take unexpectedly challenging targets for reducing their greenhouse gas emissions. At the same time Australia and Canada have leaders which either deny the seriousness of climate change or are planning to increase their emissions. Which of these is the model which Japan is following I leave to others to judge but there is a clear contrast with the decision of most OECD countries not to support the use of coal as a primary fuel in developing countries (and concentrate their aid on renewable energy) and the priority attached to exporting coal power stations by the current Japanese government.70
