stimulating political environmental leaders that the greatest future opportunities can be found.Keywords: environmental leadership, education for sustainable development, active learning, sustainability and business.1 WHY ENVIRONMENTAL LEADERS?The Japanese Government has introduced a number of environmental leader (EL) training programs; the Ministry of the Environment launched the Environmental Leadership Initiative for Asian Sustainability (MOE, 2008) project from 2007-2010, while the Ministry of Education (MEXT) introduced the International Environmental Leaders Training program (JST, 2010). The rationale underlying both initiatives was that ‘environmental leaders’ are required to speed the transition to a more sustainable society, because the current pace of change is failing to reverse adverse trends in population growth, climate change, ecosystem loss, species extinctions and other key indicators of unsustainable development. Together, these initiatives targeted key sectors of society- including businesses and the university research community.Even though these were only initiatives limited to 3-5 years, the theme has continued in other initiatives. For instance, the 4th Science and Technology Basic Plan includes ‘Green Innovation’ as one of two major priorities based on the same rationale. The recent 48
